I have a iPad Mini 6 64gb in excellent condition Wi-Fi only version. The screen is black it doesn't power on. You can hear purchases sounds. Not sure if hardware or software related. It is activation locked meaning someone's iCloud is logged into it. It connects to iTunes. It is under Apple's 1 year warranty. If you can remove the iCloud it can be sent into Apple to be repaired.
